Sandee Martin is an experienced jockey, owner and trainer, is a proponent of thoroughbred racing and serves as president of the Pennsylvania Horsemen’s Benevolent and Protective Association (PA HBPA).

Prior to her election as president in 2015, Sandee served on the PA HBPA board of directors for six years. She has worked at Penn National for 34 years. During this time, Sandee received a tremendous education regarding issues at the forefront of horse racing, both in Pennsylvania and on a national level.

Sandee’s platform in seeking the presidency centered on protecting honest horsemen and members of the PA HBPA from unfair punishments and violations as a result of hastily-adopted standards in the uniform medication movement. Her deep love of horses and the racing industry advised her insistence that rule-following horsemen should be able to conduct business without fear of punishment befalling them over regulations in drug testing that were not based on peer-reviewed scientific research.

A trainer and owner of Rock Bottom Ranch, Sandee strongly believes in protecting the Race Horse Development Fund and its associated distributions. As president, Sandee has vowed to work closely with professionals to ensure that lawmakers in Harrisburg fully understand the economic impact horse racing makes in the commonwealth.

Sandee retired from being a professional jockey in 1996, but her continued presence on the racetrack and the backside enables her to stay in touch with all aspects of the issues that are of importance to horse trainers and owners. She has served on a number of committees representing the interests of horsemen, including the federal Safety and Track Commission and the New Start Adoption Committee.

Currently, Sandee rides as an amateur jockey for Team USA. Sandee is committed to providing the best possible conditions to train and race horses at Penn National, and to the improvement of working conditions for all horsemen.
