The Pennsylvania HBPA's live racing agreements with ownership of both Presque Isle Downs and Penn National Race Course will potentially expire at the end of this year.

Please fill out this PA HBPA membership form, as our position will be strengthened by documented evidence of your membership.

This applies to current PA HBPA members, as well as those who seek to join. To be eligible, you are required to have run at least one horse, as an owner or a trainer, at either Presque Isle Downs or Penn National Race Course, since January 1, 2019.

I hereby appoint the Pennsylvania Horsemen's Benevolent and Protective Association, Inc. to act as my sole and exclusive agent and representative for the purpose of negotiation and executing, or refusing to execute, with Thoroughbred race tracks in Pennsylvania any and all contracts and agreements relating to Thoroughbred racing in the state. By this appointment, I hereby revoke any and all previous authorities given by me for similar purposes.
