In addition to the benefit trust program, PA HBPA provides health insurance for trainers at Penn National and Presque Isle Downs who meet the eligibility requirements during the designated timeframe.

Trainers who have 30 starts combined at either track with 50 percent or more of their total starts taking place at Penn National or Presque Isle from Oct. 1 – Sept. 30 of the following year are eligible to complete a program enrollment form for the next calendar year. And, trainers with 150 combined starts at Penn National or Presque Isle Downs are also eligible regardless of the percentage of starts elsewhere.
