Slide 03The Pennsylvania HBPA, Horsemen’s Benevolent and Protective Association, is a nonprofit organization based on the ideal set forth by the National HBPA, an organization that prides itself on “horsemen helping horsemen.” The Pennsylvania division serves horse owners and trainers at Penn National Race Course in Grantville and Presque Isle Downs in Erie. PA HBPA is one of six organizations that make up the Pennsylvania Equine Coalition. To support the lives of racehorses after their careers have ended, the PA HBPA created New Start for Horses, a retired racehorse adoption program for horses at Penn National Race Course.
