  • Bills of Sale and Trainer Transfers must be done before entries are accepted, per stewards.
  • January 1, 2015: All horses racing at Penn National will have to have a Coggins test drawn within the same calendar year as the year they race and compete in. All Coggins must be dated 2015. Coggins tests dated within a valid year period are permitted to enter the stable area. Horses will be given a one-race grace period to update their Coggins test through Jan. 1, 2015.
  • By order of the stewards: Any trainer not present to supervise the saddling of their horse must make arrangements with the paddock judge to be represented by a substitute. If not, a penalty will be assessed.
  • Please be aware the Uniform Medication Rules took effect January 2014. Medication information and withdrawal times can be obtained in the PA HBPA office or viewed by clicking here. Clenbuterol will have a 14-day withdrawal time, please take appropriate actions.
  • The clocker is located on the fourth floor of the casino and the gap attendant is located at the backside gap. All horses entering this gap will give the name of the horse, trainer and distance of work to the gap attendant, who in turn will convey information needed to the clocker on duty by radio. All horses entering the track by the racing office gap will call the clocker at 512-9747 and give the clocker the information as mentioned above.
  • Horsemen will be allowed to place blinkers on the horses before they arrive in the paddock. If the identifier needs to further identify the horse, the horse will need to return to a stall to remove the blinkers for identification purposes.
  • The penalty for scratching a horse out of the body of a race is ten days. The horse is eligible to run on the eleventh day.
  • All horses housed in the Penn National barn area for more than 30 days must have an updated rabies vaccination in order to be eligible to race. Ponies must also be vaccinated. New horses shipping into Penn National must be vaccinated within 30 days of their arrival. Horses that have been on Penn National grounds for at least 30 days but have not received their rabies vaccination will not be eligible to race. Please coordinate with a veterinarian to receive the mandatory vaccines.
