The Pennsylvania Horsemen's Benevolent and Protective Association is the sole representative of the Horsemen conducting business at Penn National Race Course and Presque Isle Downs. The PA HBPA is an affiliate of the National HBPA, which consists of thirty-three affiliates throughout North America.

The purposes of the association are as follows:

• 1) To promote thoroughbred horse racing.
• 2) To institute and assist efforts aimed at protecting the general welfare of the thoroughbred horse racing industry, the interests of horsemen and their employees, and of backstretch personnel.
• 3) To help foster a closer, more understanding relationship among horsemen, Racing Associations, Racing Commissions and the public.
• 4) To participate in the establishment of proper rules and conditions that affects in any manner the interest of horsemen, their employees, and backstretch personnel.
• 5) To represent the best interest of all horsemen in protecting their property rights in dealing with Racing Associations regarding, but not limited to the following.
  • a. Purse monies
  • b. Televised rights
  • c. Off-track betting
  • d. Interest on owners' deposits in horsemen's bookkeeper accounts
  • e. The negotiation of purse contracts and all other contracts pertaining to racing.
  • f. The improvement of facilities and
  • g. All other matters of interest and benefit to horsemen.
